Carpere Looking To Create Residential Water Gardens
It is one of the biggest questions out there and that is just exactly what is Carpere Canada planning to create in the way of a residential development in the far southeast of the city.
Looking at the conceptual drawings on the company’s web-site it appears the British Columbia based developer is planning not only a new neighbourhood but Moose Jaw’s uniquest neighbourhood dominated by man made connected waterways ringing a large part of the proposed development.
The proposed development has been modelled after Suzhou Gardens located in the Suzhou region of China’s Jiangu province. The Gardens are almost 1,000 years old and on UNESCO’s World Heritage List. Jiangsu province is located in the coastal region of the east central portion of the People’s Republic Of China. The province is the mostly densly populated and has the highest Gross Domestic Product per capita of all the country’s provinces.
Carpere Canada has offered to purchase 780 acres of land in what was called “the largest land deal in the history of the City of Moose Jaw” by Mayor Fraser Tolmie. As part of the purchase the land in the new Southeast Industrial Park Carpere Canada has had 64 acres of land rezoned from urban holding to a residential area meaning the developer and not the municipality is responsible for servicing the site.
As part of the deal wth the City the land was rezoned and then after preparing a conceptual plan a servicing agreement must be struck between the developer and the City before any development occurs.
Additionally during a special meeting it was revealed the City, as part of the deal, will have to assist Carpere in securing tenants for the new Southeast Industrial Park. Part of that commitment includes most likely the Mayor and an unidentified City official traveling to China. Council has been asked to set aside $10,000 in the 2020 Operating Budget to pay for the proposed trips. The matter has been tabled and not yet approved by Council.
