Jobransa Foundation\Centre Closed
By Robert Thomas
It opened under great media fanfare in the Spring of 2016 with promises to be an all in one centre for special needs children and their families with plans to expand into Calgary and Brandon within 18 months but some housekeeping at Council this past Monday night was the only announcement they no longer exist.
In a brief housekeeping motion it was announced the Jobransa Foundation For Children - Jobransa Centre (Jobransa) is no longer in operation and the bylaw which allowed them a permanent position on the Special Needs Advisory Committee was amended to remove them from the Committee.
“A couple of years back the Jobransa Foundation for Children had requested to have a representative on the Special Needs Advisory Committee and the Bylaw was amended then. They are no longer in operation. This is just a quick cleanup to remove that provision to have a representative on the Committee,” Councillor Scott McMann told Council.
Jobransa has been quietly mired in controversy over the past 12 - 18 months with several parents of special needs children and former staff members approaching MJ Independent with their concerns and providing documentation to back up their claims.
Former staff members were able to provide documentation of not being paid or fully paid by Jobransa with outstanding claims totaling into the thousands of dollars. The documentation showed Saskatchewan Labour was attempting to collect outstanding wages through a collection agency.
According to several sources - including ones within the Prairie South School Division - at one time Jobransa was looking at renting or buying the Division’s former head office on Thatcher Drive to turn into an independent school.
The Saskatchewan Corporate Registry shows Jobransa had been registered twice under two separate non-profit corporate entities. Both times the registrations had been struck off the Corporate Registry for failure to provide required financial documentation.
Documents obtained from Information Services Corporation (ISC) showed the Jobransa Foundation Corporation was registered in Saskatchewan as a non-profit March 13, 2014 and was struck off in August 2015. They also show an attempt was made to re-activate the registration but it was denied in 2016 because the group failed to provide the proper financial statements. See photos below.
The initial registration of the Jobransa Foundation and its corporate status
The Jobransa Foundation registration was not approved for restoral in the Spring of 2016 and the numbered - 102004918 Saskatchewan Inc - was created and registered in September 2016. See Incorporation Articles below. This registration was struck off in April 2018 for once again not providing the required financial statement.
Several attempts were made to interview a representative of Jobransa in the past regarding their not filing any of the required financial statements to the Province but could not be arranged because Jobransa would not agree to meet in a public setting.
