Board and Committee Changes
In light of the recent sanctions surrounding the Downtown Facility and Field House (DFFH) personnel matter against Councillors Crystal Froese, Scott McMann and Brian Swanson, Council needed to install new members on various third party boards and commissions.
In those sanctions Coun McMann and Coun Swanson were not allowed to serve on third party boards and commissions for different lengths of time. Although sanctioned as well Coun Froese's sanctions did not include this stipulation.
The following appointments were made:
Councillor Crystal Froese - Moose Jaw Exhibition Company and South Central Intersectoral Committee
Mayor Frasier Tolmie – Moose Jaw Museum and Art Gallery
Councillor Chris Warren – Moose Jaw Police Board of Police Commissioners. Wakamow Valley Authority and Municipal Planning Commission
Mayor Fraser Tolmie – Moose Jaw Museum and Art Gallery
Councillor Dawn Luhning - Municipal Planning Commission
Too Many Members
In another matter TOTALLY UNRELATED to the DFFH, Council rescinded the appointment of a member to the Youth Advisory Committee.
Mayor Fraser Tolmie said he wanted to make it clear that there was nothing nefarious in revoking this Committee membership; it was done because the school’s principal forgot there was already someone holding that position. The principal had inadvertently submitted an extra name.
Westheath Phases IV and V
Council voted 6-0 in a request by Administration to allow the development of the concept plan for the expansion of the Westheath subdivision.
In a 6-0 vote Council also added the condition “no construction be undertaken until approved by Council.”
Addressing Council
Council received and filed a letter from resident Michel Labonte regarding addressing Council.
Labonte wrote Council asking for educative and accessible to all communication from City Hall. Additionally he requested about Moose Jaw value and when it came to the new branding “what’s in the boxes.”
Development Appeals Board
Council received and filed notice of three appeals being filed with the Development Appeals Board. The Board is set up to handle appeals asking for exemptions to City zoning bylaws.
Brad Raes has filed an appeal requesting to construct a detached garage at 285 Woodlilly Drive. The proposed garage will mean 42 percent coverage of the lot by structures when the maximum allowable amount under zoning bylaws is 40 percent.
Scott Free has filed an appeal to permit construction of a detached garage at 1325 Duffield Street West which will have a rear yard coverage of 38 percent when the zoning bylaw only allows a maximum of 35 percent.
Darlene Eldstrom has filed an appeal to permit a front yard parking area at 981 James Street which will be perpendicular to the approved driving crossing contrary to the prescribed alignment of parking areas.
